In the chairman’s acknowledgments, Adam Schiff writes that his “deepest gratitude” goes to a named group of Intelligence Committee staff that includes “Sean Misko.” Those lines are in the official report on Congress.gov and in the printed PDF.
That is a staff listing on the majority impeachment report. It is not a finding that Misko originated the whistleblower complaint, met the complainant, or “hatched” the inquiry. HPSCI Democrats later said he was not assigned to Ukraine-impeachment work until late September 2019, after the three committees announced a joint investigation and after the complaint was released.
